Something like setxkbmap -model pc104 -layout dk -variant basic might do the trick. Check setxkbmap -help or the man page for correct options. Yast probably has the ability to set this option as well, and otherwise /etc/sysconfig/keyboard might be the place to look. Setting KEYTABLE="dk-latin1.map.gz" in that file would most likely work as well.
