I was only half following this until now, but if this is an accurate statement, then you would be best advised to get law enforcement involved.
I have traced him and email hes ISP..They havent come back, but suspending hes net connection isnt enough. We need to get him aressted as he has been warned before. He stays in Georgia. I dont know who to go to now.
If you can make the case to the appropriate law enforcement agency (I'm not sure which that would be--are you in Georgia, too? If not, and this is an interstate matter, perhaps you need to approach the FBI), then they can get a subpoena forcing the ISP to release the person's name, something you cannot do (I hope). Then they can deal with him directly.
