Have you tried "init 6" as root?
Seems as if maybe you're in the reboot mode as a user.
Well init 6 is for reboot, if you want to shut down you would use init 0 -- Ken Schneider UNIX since 1989 SuSE since 1998 * Only reply to the list please*
