KDE stores the information about user's menu in ~/.kde/share/applnk. If there is no *.desktop files there, the settings are taken from kde global share directory (in SuSE /opt/kde3/share/applnk).
a) Try something like
mv ~/.kde/share/applnk ~/.kde/share/applnk.bak
Edit the menu with KDE menu editor. Wait a couple of seconds or simply restart KDE.
b) You may create/edit the *.desktop files manually with your favorite text editor, they are simple to understand. You may make changes globally, editing files in /opt/kde3/share/applnk, or locally in ~/.kde/share/applnk.

After a couple of attempts, I'm getting somewhere, but it certainly is
flakey, when compared to Red Hat 7.3. I'll have to do some more
checking to make sure it more or less "works". This is not what I'd
expect from a commercial distro.
