Notice the line "tests=none". And how does it get a score of 0 when it
is pure spam? I have a suspicion that there is some switch or
configuration file somewhere that I need to enable.

You didn't say what version SuSE, but if 8.2 check /etc/mail/spamassassin/local.cf. This is what mine said of your email:
