Why don't you try to do a manual test of:
spamc < <piece of bad mail> > <file>
Found it. I didn't think about doing a manual test. When I did, it was working fine. That showed me that I must have had the filter wrong. Closer examination showed a space where it shouldn't have been. That fixed it.
