I don't think it's a "broken MS encoding", I suspect it's a "broken Plan 9 encoding", namely UTF-8. It's not really broken either, it's just that not everything handles it correctly
Towards the end of its life I think elm handled 8-bit mail fine but don't know about utf-8.
To convert, it should be enough to select the proper encoding in your mailer. in KMail, this is "View->Set Encoding".
I think with elm you'd have to do this by setting LC_TYPE correctly.

Thanks all for the information. I set LC_TYPE to ISO-8859-1 and we will see if this fixes the problem. -Jim-
