I had a look: the download pages are under http://kxmleditor.sourceforge.net/ and there are suse rpms. 0.72 is a port to kde3 (so I guess best for 8.0), and I've just installed 0.71 onto 7.3/kde2.2.1 Haven't checked it out yet, but then I don't know xml well enough to assess the software. There is kxmleditor. I don't how powerfull it is. Look at apps.kde.com (I believe it is).
