Which ftp daemon do you believe you have configured (proftp, wuftp, etc.)? Are you launching this as an inetd service (in which case you would need to make certain you have uncommented the appropriate service in /etc/inetd.conf and that you are not blocking connection through the /etc/hosts.allow or /etc/hosts.deny files) or as a stand-alone daemon? For what it's worth, the proftp has worked perfectly for me in either configuration. The only catch is to remember to edit the /etc/proftpd.conf file at the line reading "ServerType" : ServerType inetd #ServerType standalone ... thus setting it to either "inetd" or "standalone."
