Count it lucky that you can get dsl, I was told by a local isp here that swbell wanted $960 to take out 50's technology (bridge taps an loading coils) so that I could get dsl service. I still have the original line an box on side of house as when it was put in 1949. Bell is being a monopoly here in tx with dsl an not letting a lot of isp have access to there lines with line sharing.
By "Bell" do you mean Southwestern Bell? I'm not even going to get started about how much I see red when I hear their advertising, yet I know how little geographic coverage they're actually capable of hooking up DSL to. Free modem and installation indeed... It still would be of benefit for you to call SWB and see if your ISP is trying to get you to shoulder the cost of an infrastructure upgrade that SWB may be willing to cover. Try to find out if your area is included in "Project Pronto" (a 4 billion, 2 year project by SWB to do a major infrasystem upgrade).
