to log in as root is very dangerous. You should do everything you can to make sure that root can not log in through telnet. If you want to act as root during a telnet session you should log in as a normal user and then type in: "su -" You will be prompted for your root password after you provide it you can functionas the root user. When you are finished doing root task you should exit as root.

Can anyone tell me how to log into linux as root from telnet? I have set ROOT_LOGIN_REMOTE=yes in /etc/rc.config But it still doesnt seem to work. Logging in as a user is however no problem.
