I don't know what it does, but taking a guess from the name, it caches the results when you look up a domain name. Not sure if that is right or not, try man nscd. (it might be part of Bind (the named program, not the Unix routine))
As well as providing a DNS cache, it also provides a user/group cache. Probably more info than you needed...
