I doubt ;-) and besides that, the integration with Access Manager makes things even more interesting. I don't know the details, all I know is that we have a ~300 lines extension that does the integration between Access Manager and Mediawiki (including user creation etc.). Without understanding how this integration works exactly, it's probably better not to play funny games with user permissions. The real fix is to tell the wiki about the proxy IPs so that it can see the "real" IPs of the users and spammers [1]. Once we have that, I can re-enable user and IP blocking without the overblocking you noticed.
