I also think the situation has changed somewhat since March - for example the work you have done with the Membership committee has dramatically reduced the length and turnaround time of membership requests, so new members are coming on stream a lot more efficiently than when the Board discussed this in March. That doesn't make the inactive member situation any less of a problem, but does make me a little more comfortable than the upcoming elections have a good chance of reflecting the current will of our current 'sustained and substantial' contributors.

I believe Michal has a working draft of the application that can identify when a Member is active or not. We still need tools to handle stuff like sending the emails to inactive members and flagging them correctly as active when they respond to that mail. Hopefully Michal can comment here because it's 'his' baby, I only have an overview of what's going on.
