If there are no rules, and the work accomplished is as reported in the minutes Richard shared (maybe the messages passed eachother in the tubes so you missed it before making this response) then that's not too bad. Usually a lack of rules leads to a lack of work, which is not how I would characterize what I ave seen of the board, or in particular, Richard.
If what the board did was serious stuff and everybody on the board took their positions seriously, and did not publish such photos with tongues hanging out like some drunken person celebrating the New Year in Manchester or made comments about their CVs such as those shown in https://en.opensuse.org/Board, then you would know that normally there
Regardless of one's personal opinion of such actions, or the appropriateness of the content, I think you're reaching. If an open source community cannot get past trivialities such as these and instead judge based on context-specific merit (such as what the board does, or does not do, in its specific capacity), then something is seriously wrong and we are probably not nearly as good at what we do as we'd like.

If so, you mean to tell me that the board has had no chance to meet for ANY reason, be it small or major, since at least that time? If not, why not? What DOES the board do --

You may find my questioning rather severe but rest assured that I am not attacking anyone personally but simply questioning how things work and what the culture of the board may be in the future.
Anticipating the perception of severity, I am a little surprised that you do not come back to this post after a while and try to modify its tone prior to sending it. Did you avoid doing so on purpose? Please consider that question rhetorical. In all, I think gathering information before judging severely may be in order. If the Board is perceived to have done nothing for a year, and it is only now ruffling feathers, perhaps something should have been done sooner to call the board out. As that was not done, I think the board must be perceived to be doing its job for the most part. Based on Richard's notes, it is apparently meeting, making decisions, and doing things that sound appropriate. If there are concerns about Carlos then those can be addressed, but having one meeting fail for technical reasons, and another be skipped for the biggest holiday of the year in most parts of the world, does not seem that strange. Since the board acts in an ad-hoc nature when deemed necessary, and another board member has corroborated Richard's tale of work done in 2015, I do not see a problem personally. Interesting discussion overall. I think the original concern brought up has been corrected, so thank-you to Per for this thread; I too did not know there even were "project meetings" or how they differed from "board meetings" and getting the minutes out of this thread alone seems worth the number of messages generated.
