about creating a STRATEGY, or a plan, on how to achieve that goal?

Yep, that sounds about right. I'm not sure we had a tangible goal to
aim for, but at least we now have a strategy. I was just wondering if
anyone had thought about what we do with it.

How can one come up with a strategy without first knowing what it is
meant to achieve and how it is going to be used?

It's the latter part I would like to understand in more detail.
