I'm fairly certain that the openSUSE branding packages installed on my machine came from Tumbleweed (initially from 13.1 of course), so I don't understand why this changes now. Nothing to reconfigure, this is just the splash screen and stuff like that. As for "why now", this happens every time in Tumbleweed, once a major desktop upgrade happens. Happened for GNOME before, and I'm pretty sure for KDE as well.
