The KR47 project was already created, so it just needs a whole lot of linking to be done, once 4.7 exists in KDF. And you can help with this to make sure it's ready when 4.7 is released.
However I agree with Todd that it would be counterproductive to publish 4.7 there _before_ the official release.
Agree, KR47 is for releases, not for RCs/Betas. KDE:Release:* are supposed to be stable releases, not for testing, and it's additional packaging overhead. KDF is the right place for testing.
