Panel position and the place to move the mouse to, in order to unhide it, are
two different settings. So if you have the panel at the bottom and the bottom
set to unhide the panel, just moving the panel will not change the setting
for the place that unhides it.

Right-click on the panel, go to the panel's preferences and chose the hide
tab. There you will find something like: "come to the fron, if the mouse
touches: bottom of screen.

If this does not work for you, then you should file a bug. I will file a wish
to make the place to unhide change autoamtically with the position of the
panel.
