Ok, a recompiled (and newly installed) arts-1.4.0 indeed fixes the system sounds problem.
I've been following your discussion and thought I'd throw in my 2 cents. I did the kde3.4/arts 1.4.0 upgrade using apt4suse. When this discussion came up I tried my sound system out. (Amarok had/has been working just fine so I didn't suspect any problem, usually its my daughter who notices the missing window sounds) Sure enough when I tried setting window notification sounds in the control center there was no sound. I d'loaded the arts-1.4.0 src.rpm and tried rpmbuild --rebuild arts-1.4...rpm but that didn't work. Then I just installed the src.rpm, un-arked the tar.bz to a user account and did the ./configure; make; make install dance. All worked as it should. Then did checkinstall to keep my rpm database up to date and installed the rpm. (Had to "replace files" in order to overcome conflicts w/ arts...devel and arts...gmcop, but all seems well now) Back to control center, restarted the sound system, then tried a system notification, sure enough it worked just fine (in the control center). Later I realized that the window notification sounds aren't actually working but as you mentioned at least some of the program (kmail) sounds are working. So... it appears that the kde windowmanager sounds aren't working while other program sounds are. I don't know where else to look but I'm not sure that Arts is totally to blame. If I switch the sound system from auto-detect to threaded OpenSoundSystem I experience the same symptoms, sounds work in the control center but SOME sounds fail under actual usage.
