Limitations that were blocking this in the past were:

Til some day Empathy had no working support for Gadu-Gadu, which is the first popular protocol used in Poland.

Currently, 2.26.x feature basic functionality and a Polish guy is working on avatars support etc. The less-basic basic functionality.

So Empathy could repeat Pidgin for Polish users in 11.2 if it gets better Gadu-Gadu support or in 11.3/12.0, but then I expect GTK 3.x / GNOME 3.0 revolution and no changes in GG support.
