Those are "special" releases, that have someone who has stepped up to maintain them as a longterm release. I don't see another longterm kernel happening anytime in the near future. They are the exception, not the rule. The normal rule is that the stable kernel is not maintained for longer than a few weeks after the next kernel is released.
