Uninstalling xorg-x11-driver-video-nouveau does not seem to remove it. Adding "blacklist nouveau" to /etc/modprobe.d blacklist file does not prevent it loading.
If the X11 driver isn't actually on the system anymore, then the kernel module shouldn't be loading either, so that is strange. But you can also uninstall the nouveau-kmp package(s) (there is one for each kernel flavour) I don't think blacklist works the way you think it does.
