hrmmm.. I think neither of those.. why ask if it knows that a "refresh"
is needed ?
zypper search foobar
shlould IMHO automatically refresh if **and only if** there is no
metadata,and hence no cache.

During the startup of the package selector, the user may "just" want to
add a source to install packages later. ;)
