AFM are Adobe Font Metrics and TFM are TeX Font Metrics _for using_ Type1 fonts. The former are needed for PS and PDF output (AFAIR) and the latter are needed by (pdf)TeX. And cm-super _are_ Postscript Type1 fonts and _not_ bitmap fonts. If they look bad, do you have the AFM installed? So, you'd need to package each fonts/type1 subtree with the corresponding fonts/afm and fonts/tfm subtrees, along with the matching Tex / LaTeX / dvips / ... map files, style files etc. And BTW: cm/ec fonts are not optimized for the screen! They're optimized for printing. Try printing such a "bad looking" pdf. And compare that with a print using a optimized-for-screen font like Verdana, esp. when using larger and smaller sizes, say 6 to 24 pt sizes.
