pm-hibernate itself is a source of many suspend problems (exactly a link
between pm-hibernate and userspace suspend utilities).
As a first step of debugging of all suspend/hibernate problems in Tumbleweed,
it's proposed to:
1. Uninstall package pm-utils.
2. Uninstall package suspend.
3. Try Suspend/Hibernate by calling of "systemctl suspend" or "systemctl
hibernate" (all desktop environments should now support this way to hibernate).
pm-hibernate will not be available any more. There will be a Tumbleweed update
soon that will automatically uninstall both upper mentioned packages.
From now on, only kernel implementation of hibernation and suspend and only
suspend initiated by systemd are supported.
Userspace suspend that was used by pm-utils calling utilities from suspend
package caused more problems that it solved.
