You could assign a lower priority to the oS:Tools repository, so that your distro's package is favored.

Sure, at least with zypper (openSUSE) that's a no-brainer. Seems like yum needs a plugin to accomplish that: http://eitwebguru.com/how-to-set-priotrities-for-yum-repositories/
The yum-versionlock plugin may work for you too. Anyway, this is a Fedora issue, therefore closing again.
Ok, that's one possibility. The other possibility is that you do your due diligence and check whether xdg-utils is actually needed on this repository, and if not (most likely) remove it.
