My guess is that a packagen oS:Tools needs a specific xdg-utils version.
My guess is that it doesn't; how would it work with the F13 version otherwise?
You could assign a lower priority to the oS:Tools repository, so that your distro's package is favored.

Sure, at least with zypper (openSUSE) that's a no-brainer. Seems like yum needs a plugin to accomplish that: http://eitwebguru.com/how-to-set-priotrities-for-yum-repositories/ The yum-versionlock plugin may work for you too. Ok, that's one possibility. The other possibility is that you do your due diligence and check whether xdg-utils is actually needed on this repository, and if not (most likely) remove it. Insulting doesn't really help, please don't do that.
I didn't mean to insult. The title of the bug was "xdg-utils wrongly on OBS Fedora 13 repo", and this bug was closed without actually checking if xdg-utils was meant to be there or not. I simply pointed that out in order for you to check.
Resolving package (version) conflicts is a package manager task and yum should be able to do that (maybe needs some plugins). If it fails, then this really is an upstream issue. In the meantime, I've asked the repository maintainers and it _seems_ that the package is indeed not used currently. I've asked them to remove the package.
True, but it's better to avoid conflicts in the first place, in order to make it easier for people to install this repo without the need for extra plugins and configurations.
