Christian is right. The only way to do this is via sysrq. X takes complete
control of the keyboard and does something different with control-alt-delete.
On my system, it brings up the logout window.
alt+sysrq+k worked for me, but you'll need to enable it on the kernel command
line. It'd be nice for there to be a sysrq to send SIGINT to init to initiate a
clean reboot, but there aren't any sysrq letters left.
