It would look like a graphical card error, but it is endemic to KDE4; when I switch to KDE3, it stops, so it looks more like some drawing problem of the KDE workspace. The effect is more intensive when the screen is often redrawn, like when editing text; it occurs very sporadically if the computer is idle.
