os level
This integer value controls what level Samba advertises itself as for browse
elections. The value of this parameter determines whether nmbd(8) has a chance
of becoming a local master browser for the workgroup in the local broadcast
area.
Default: os level = 20
Example: os level = 65

My default smb.conf has "os level = 65"
According to bug 45794, samba-server sets the os level to 65 when configured as
PDC. If os level is not configured, the default os level is "20" -- which means
"at least 1". So if the browsing fails, there must be another reason, e.g.,
firewall turned on on the client or server, buggy samba.
