Example: A user installs mediawiki and gets mysql installed because of "Recommends". But the user doesn't need it and removes it. Now you release a security update for mediawiki. zypp re-evaluates the "Recommends" and installs mysql again. Such things can be really annoying (esp. because you need to have the CDs around), and can only be solved by allowing zypp to install it again, and removing it afterwards (because the YaST GUI does not allow deselection of recommended packages). This is especially relevant for systems with an automatic online update setup (because it breaks the automatic online update).
