Not with wget.
When I installed 7.3 personal I allowed it to install pretty much
default on the drive with another OS. I am not thinking I filled up the
10gig partition. Somehow in trying to correct an error message with DCOP
which came up as user but not as root I beleive I trashed the permissions
and created a problem. Shortly after the latest attempt to fix the DCOP
error every boot up into linux had problems with long lists of permission
related errors. I tried to get help but nothing worked so I tried to fix
it myself.
I also forgot to take careful notes on my hacking.

No less than three people told you to read the wget man page before using it. How did you wipe out your system partition using wget ?
(Or did you wipe out the partition first and are now trying to use wget to restore it? If the latter - wget is not the right tool to use to restore a system partition.)
If you need to read the man page but can't becuae you wiped out your system partition, them man pages are browsable on the internet.
