GNUparted works quite nicely on Fat32/Fat16 partitions, but I'm not sure about NTFS. Check it out. I suppose that either Ranish or gnu parted should work on FAT32. If you alter an NTFS partition using a resizer not specifically compatible with the version of Windows which might be installed there, you are likely to require re-installation of that OS. PM 4.01 is fine for NTFS4 with nothing newer than NT4 installed, PM 5.01 is sufficient for NTFS5 and Win2K, but 7.01 is needed for XP.
