You don't mention which version of Outlook you are using. Some of the older ones didn't support imap, only pop3 (while Outlook Express did support imap). It might also be a problem if you have a pop3 account already defined. I know Netscape would not do imap if a pop3 account was defined by default. You had to delete the pop3 account to create an imap account.
I have found it documented and from experience that Microsoft's imap is broken. They don't fully implement the protocol and at least as far as the UW imap server is concerned I get lots of failed connections, enough that I had to put those clients back on pop3.
