Well this is what I have after the user MAILDIR=blabla thing and Tara
pointed out the * ^TO there are other variants you may want to try
have a look at man procmailrc its towards the very end FROM_MAILER
etc. Even I am listed as To: or CC: they all go to Suse mbox

This is what I use to filter this list's mails and it works great:

* ^X-Mailinglist.*suse-linux-e
lists/suse-linux-e/.
