Actually, I have done that ...
I had SUSPEND_MODULES="ndiswrapper" and RESUME_MODULES="ndiswrapper" in the correct file where the module hook did perform this action and that also did not work (same result). That is another reason why I suspect a bug in pm-utils itself that screws up wifi.
Then you could report the bug in bugzilla...
