Well, 10.3 used a different procedure, so don't create that directory because it will not work. It will be somewhere under /etc/, powersomething perhaps. At some time there was a configuration file in which services to be stopped were listed, perhaps in /etc/sysconfig
I didn't find anything relevant in /etc/sysconfig. If it's somewhere else, it's trying not to be found or something. :)
Apparently the directories under /etc/pm are supposed to exist. I dug them out of an older backup and it's empty, except for other empty directories:
$ls -Fc1 /etc/pm config.d/ power.d/ README.update sleep.d/
Ah.
So I'll try putting the script into sleep.d and see what happens and hopefully nothing else needed is missing.
Then, you might have some scripts in /usr/lib/pm-utils/sleep.d/ that you can take as the basis for your's.
