I had done a clean install of SuSE8.1 from FTP. Whenever I tried to start Apache with the PHP4 module it would return an error and refuse to start. I had assumed it was an issue with mod_php4 or the mm libs, since Apache ran fine without mod_php4 installed. I eventually discovered that running the Powertweak daemon was the culprit preventing PHP4 from running. Why it was causing problems, I'm not really sure, but turning powertweak off fixed it.
