msgfmt - what is it and where do I get it?

Hi Folks, While trying to build a copy of Moleskine on my SuSE 7.2 system, I ground to a halt as a makefile tries to run a utility called "msgfmt". I have searched high and low (sourceforge, rpmfind, suse site, suse 7.2 dvd) but cannot find any reference to it. Does anyone know what this utility does and where I may obtain a copy?
