It's not dracut. Packages that want initrd to be regenerated create flag; if they want to rebuild all initrds, they create /run/regenerate-initrd/all. So it is not dracut fault. E.g. udev does it to name a few.
Well, dracut is buggy, and _something_ unnecessarily rebuilt my _working_ initrd and hosed my system. To some extent I can work with dracut being buggy, but I get upset when it overwrites my working setup.
