I've got the ident port blocked at packet filtering level, but have no
delays with ssh. The packet filter does not appear to be seeing any
requests to it, either, so I doubt if ssh is necessarily trying ident. I
don't know if the other services you mention need to.
Sorry this isn't an answer to your problem, but maybe helps with elimination
of possibles?

is ident working? i just found out yesterday that even qmail sends ident requests to clients. so i could very well imagine that the two unix services ssh and cvs above use ident as well while samba (aick!), interbase, and borland don't.
use nmap or telnet to check the status of tcp port 113 on all involved boxes.
