The Appearance & Themes/Style Enable Tooltips button apparently affects some apps, such as SuSE watcher, and the Desktop/Panels/Appearance/Show tooltips affects most of the things embedded in the panels. Also, I noticed that "Enable icon mouseover effects seems to disable the tooltips.
