Hi,
try using k3b. Create a new Audio project, and just drop .ogg files.
It will take care :)

I back-up my favourite audio CDs to my HD in the ogg format. Now, one of my source CDs is broken so I want to decode the ogg file on my HD back to wav so I may burn a replacement. What tool can decode the ogg back to a wav please?
you might want to give a try to ogg123. From 'man ogg123':
Use the WAV driver with the output file, "test.wav": ogg123 -d wav -f test.wav test.ogg
