I don't know why *he's* doing it, but I can give you an example. Many broadband internet providers in the US are real pricks about usage and hardware. Most charge ~$10 per month for additional IP addresses, even though you aren't using more bandwidth! To get around this, you can use a Linux-based machine or a hardware solution (I use hardware now; used to use Linux). In addition to watching the number of IPs used, they reference your account by MAC address. Changing your MAC address (hardware) often raises a red flag at the central office, and may trigger an audit of your hardware by an in-home inspection.
