I personally prefer Vi(m) or Webmaker for doing HTML 'properly'. If you want a more WYSIWYG approach, your best bets are probably StarOffice or Corel WordPerfect, although I can't vouch for either of them, since I've never produced HTML for them.
I can speak for WordPerfect. It produces relatively clean code, esp compared to MS Word. What I have done is to use Kwrite or Kedit and then preview in Netscape. But I find that Bluefish and Webamker and August have their uses as HTML editors and I switch around between them. I recommend that.
