Well, yes and no. As I understand it and once observed, the snapshot algorithm deletes older snapshots when the disk fills. The issue is where is that threshold and how aggressive is the deletion? it may be that you need to install a package and there isn't enough room. Or there was .. Then the "pre-" part of snapper took enough to make it impossible. Is this threshold configurable?
