Actually you can! There are only 3 rpms to be installed manually, which are lua, apt and apt-libs to get apt going. Once that's is done installing apt4rpm can indeed be done using 'apt install apt4rpm'. The latter is actually the preferred way to install apt4rpm as there are quite some required rpms to be installed for apt4rpm. The same is valid for synaptic. Do not forget the apt4rpm rpm is _only_ needed to create an apt repository.
