I once had my windows not starting because my external modem had hung or something, and was perhaps sending interrupts (interrupt on ring or something) to the computer. Linux was also afected, in that the "init" process used about 90-100% of the cpu continously, till I power-cycled the modem. So pinto sugestion about the usb modem could apply as well. Unplug al external things, like modems, either from the serial port or the USB. Maybe also the network conector, if any, the printer, etc. It might think, for example, that you have a USB keyboard and it is waiting for it to respond - just an idea.
