I believe we are talking about the same thing. The SuSE Help Center is implemented using the KDE Help Center. Mine actually says KDE Help Center in the frame title. Unfortunately, it also prompts me to build the search index, and then gives me a broken widget to try with.
What happens if you go to http://localhost/susehelp/ with a web browser?
